The Board of Directors of the East Central Arkansas Regional Library consists of the Library Board's of Trustees of Cross County and Woodruff County. Trustees are appointed to their county library boards by their respective county judge. Per Arkansas state law, library trustees serve five-year terms and may be re-appointed for one additional term.

The Cross County board meets on the last Tuesday in the months of January, April, July and October at 5:30 PM. The Woodruff County board meets on the last Monday of the months of January, April, July and October at Noon. The Regional Board meets on the last Thursday of the months of February, May, August and November. At the current time, all meetings are being via the ZOOM meeting platform.
